David Kooger is in his fourth year at UTEP, currently serving as Director of Compliance. In his current role, Kooger oversees all aspects of the Compliance Office. Kooger develops and maintains a comprehensive compliance program to ensure UTEP's compliance with all NCAA and Conference USA rules and regulations, along with UTEP policies and procedures.

In addition to his compliance duties, Kooger serves as sport administrator for the Women's Rifle team and is the game day administrator for the Women's Volleyball team and Women's Basketball team. Kooger also oversees the general maintenance of the athletic turf fields. Kooger served on the committee, which implemented a $2 million artificial turf project that saw University Field, Glory Field, and the Sun Bowl receive brand new artificial turf before the start of the 2015-16 athletic seasons.

Prior to his time at UTEP, Kooger spent time working as a volunteer intern with the Texas A&M University Compliance Office.

Kooger earned his bachelor's degree in Physical Education from Calvin College. He went on to receive his master's degree in Kinesiology from Texas A&M University. Kooger is a member of the National Association for Athletics Compliance (NAAC).
